Chris Fraser has more than 40 years experience in the FDI industry and in China (Mainland and Hong Kong) business activities in and around China, including the Hong Kong SAR (HK). In 1985 he organised what was only the second overseas cooperation agreement for the Shenzhen Special Economic Zone, with the North of England Development Council. In the early 2000s he pioneered Chinese outbound investments into the UK and has worked for and with numbers of Chinese companies in Mainland China and HK. He is a Cantonese speaker having served in a senior role in the HK Police Force in the earlier years.

At the time of the Handover of HK to China, Mr Fraser held the post of Director (Asia Pacific) in the Invest in Britain Bureau at the British Consulate General in HK.  He took the opportunity to write a definitive paper on attracting outbound investment from China into the United Kingdom (UK). He then worked with the London authorities to set up a hub for Chinese investors into London.

In 2001, Chris founded the multi – disciplined China business consultancy ChinaEuro Associates which clients included the Wuhan East Lake Technology Park and Shanghai Technology Innovation Centre, whilst he was able to trigger the setup of UK China Hi Tech Hubs in Cambridge and Manchester under the sponsorship of the then UK Ministry of Science and China's Ministry of Science and Technology. Other clients have included major Chinese private companies including ENN Energy of Hebei province and Beijing – based Creat Group.

Mr Fraser served as the Co Chair of the Hong Society`s North of England Branch and in 1992 was awarded the OBE Honour for services to inbound international investment to UK. He has contributed to publications on the Chinese Regulatory Framework for Inbound Investment and published an account of his experience and events handled over the past 50 years.
