Procedures and Standard Requirements for Registration of Animal Feed, Feed Ingredients and Additives, Prakas № 51 of the Ministry of Agriculture, Forestry and Fisheries (“MAFF”), dated 16 January 2018.
Prakas 51 aims to determine the procedures and standard requirements for the registration of animal feed, feed ingredients, and additives in order to ensure the quality, effectiveness and safety of these products in accordance with the standard requirements prior to authorization for import/export, the trading, production, mixture and use of these products in Cambodia.
Under this Prakas, any individual or entity that imports, exports, trades, produces, or mixes animal feed, feed ingredients, and additives in Cambodia must submit a registration application for these products to the General Department of Animal Health and Production (“GDAHP”) of the MAFF.
The certificate of registration for animal feed, feed ingredients, and additives will be issued by the GDAHP upon obtaining the in principle authorization from the MAFF, and is valid for five years. The holder of the registration certificate must apply for re-registration of their products within three months prior to the certificate’s expiry date.
Based on this Prakas, the GDAHP may suspend or terminate the registration, the trading, production, mixture and invalidate the certificate if it is discovered that these products are a danger to life, health, livestock, and the environment. In such an event, any individual or entity subject to the above suspension or termination is obliged to collect the animal feed, feed ingredients, and additives for treatment or destruction in accordance with the Law on Animal Health and Production dated 28 January 2016 (“LAHP”).
The standard compound feed for pigs, chicken, ducks and cattle, along the standards of animal feed ingredients and prohibited additives are also listed under this Prakas. Any violation of the standard procedures and applicable standards concerning these as defined by this Prakas will be subject to penalties in accordance with the LAHP.
