He was previously an associate and senior associate at one of the major law firms in Malta, followed by a number of years as a partner in his own law firm.
Between the years 2010-2011, he was responsible for advising the Foundation for Medical Services on the drafting, issuing, adjudication and negotiation of the contract leading to the award of a design development and build contract for the purposes of the completion of the Mater Dei Oncology Unit. He was also responsible for advising the Foundation for Medical Services on related tenders issued for the purposes of procuring medical equipment necessary for the Mater Dei Oncology Unit.
In the year 2010, he led negotiations relating to a substantial contract on behalf of the Foundation for Medical Services aimed at the procurement of a number of Linear Accelerators to be used for the treatment of cancer patients.
In the year 2008, he led the legal team responsible for the procurement by the Government of Malta of a National Identity Management System (NIDMS), handling public procurement aspects and tender documentation/contractual drafting and negotiations.
He formed part of the legal team responsible for the procurement by the Government of Malta of an Integrated Health Information System (IHIS), handling both procurement issues and contractual drafting and negotiations.
He led contractual negotiations for the Department of Health in July 2009 prior to the conclusion of contracts aimed at the procurement of the equipment necessary for the roll-out of the National Breast Screening Programme.
He led contractual negotiations on behalf of the Foundation for Medical Services with Melita Cable plc for the provision of bedside entertainment services to patients at the Mater Dei Hospital. This assignment included the provision of assistance required to draw up the requisite tender documentation.
He led the legal team engaged by Melita Cable plc to conduct negotiations with a foreign company contracted to lay a submarine cable for Melita Cable plc.
He led the legal team engaged by the Accountancy Board to ensure the transposition of the Services Directive into Maltese laws regulating the Accountancy Profession. This entailed drafting numerous amendments to legislation intended to ensure compliance with EU regulation.
He has experience in litigation, both before the Maltese courts and specialised tribunals such as the Public Contracts Review Board, where he has led litigation both for and against Government and Government Entities. On a number of occasions, he has represented the Foundation for Medical Services, the Central Procurement and Supplies Unit within the Ministry of Health and the Naxxar Local Council before the Public Contracts Review Board. He has also represented private clients before the Public Contracts Review Board.
