Allen is a corporate banker experienced with commercial and transactional financing in Africa and China. He is a partner of a consulting firm that advises on corporate banking, trade financing, business development, feasibility studies and relationship management. The firm specializes in advising on African projects associated with the Belt and Road Initiative.
Allen also assists Chinese state-owned enterprises (SOEs) and private entities with business development, strategic planning and project financing in Africa and the UAE. He is a director of the China Africa Business Chamber and an advisor of the Annual Investment Meeting of Dubai.
Allen has served in the following positions
Ecobank Transnational Inc (since 2007): Senior Vice President for East Asia and Chief Representative for Greater China, based at the company’s Beijing representative office. He has advised on many trade financing projects and also advised Chinese enterprises doing business in Africa, including Huawei, ZTE, Alcatel Shanghai, Sinohydro, China Road and Bridge Co and CREC. He helped Ecobank build a strategic relationship with Bank of China, China Development Bank, China Exim Bank and China Construction Bank (which has the strongest agency network for West African Commericial Bank and China-Africa Fund. During this period, he was a co-decision maker who led the credit analysis and project negotiations.
Alcatel Shanghai (2005): Chief project financing analyst in the global business division, leading financial arrangement review of projects feasibility studies. He completed project financing deals in Africa and other emerging regions, such as founding TogoCellulaire, financing Ghana Telecom and Nigerian Agricultural Mobile Network, and etc.
First National Bank of Chicago, Credit Commercial de France and Bank of China (1985–2000): Since China’s economic reform in the 1980s, Allen had provided professional banking services to large SOEs , including credit analysis, bank-corporate relationship establishment, bank loans, international syndicated loan, the issue of corporate bond and etc. His clients included Beijing China World Hotel, Beijing Shangri-La Hotel, Shenma Co Ltd and COSCO Shipyard.
Allen holds MBA degrees from SUNY Buffalo and Renmin University of China. He was a lecturer at the latter.
