He Zhenwei is the Secretary-General of the China Overseas Development Association and Senior Economist. Mr. He graduated in 1986 from the Harbin Institute of Technology with a degree in Management Engineering. After graduation, he remained at the Institute to teach and obtained a graduate degree in Energy Economy in 1990. In 1996, he was appointed to the Chinese Embassy in Russia by the former State Planning Commission to serve successively as the Third Secretary, Second Secretary, and First Secretary. In 2003, he left the post and returned to China to serve as an Investigator (Division Level) at the Investment Division of the Heilongjiang Development and Reform Commission. A year after, he was transferred to the Overseas Affairs Division of the Department of Foreign Capital and Overseas Investment of the National Development and Reform Commission and took up the same position. In 2007, he was transferred to the China Overseas Development Association (a secondary institution under the National Development of Reform Commission) to serve as the Deputy Secretary-General.
As a former diplomatic officer, Mr. He has been working and living overseas for years and has experiences of working at the local and National Development and Reform Commission. This has allowed him to familiarized himself with China’s outbound investment policies and to develop extensive experience and an in-depth understanding of Chinese outbound investment projects. Mr. He often delivers talks at Peking University, University of International Business and Economics, China University of Political Science and Law, China Agricultural University, and other renowned Chinese universities. He has been invited on numerous occasions to give speeches at various forums nationwide relating to “China Going Abroad”. Through those participations, Mr. He became widely appreciated by experts and industry insiders.
