Increased optimism amongst CEOs in the main oil-exporting nations, including Qatar and Kuwait, contributed to the moderate uplift in regional sentiment. We explore the reasons for cautious but high optimism in Saudi Arabia. Nations where optimism eroded included Lebanon.
